Likely not.
Without giving away actual OPSEC information, the kinds of things that would be available would include (but are not limited to) previous addresses and phone numbers, criminal history, any active wanted or warrant information, Driver's License info, etc.
Unless they had listed the previous person as an emergency contact, there is no police database that keeps records of family members that I am aware of.
The national database is NCIC (National Crime Information Center), but each state/region/area also likely has their own. They may or may not interface well with other systems.

While Citi is spot on about NCIC not having that sort of info in it (because that's not the purpose of the info stored in NCIC), there are databases used by LE that can give info on possible relatives based on info pulled from public records. Granted many of these databases pulling info from public records are also available to the general public at cost, it sill allows LE to discover possible relatives of an individual (great for trying to find a fugitive).

I couldn't agree more. Some of the best information that I have obtained on fugitives that I ultimately arrested has come from private databases!
While there may not be any national database, in the two agencies I've worked for, we keep our own database that will fill with information we collect ourselves. If I do a report where I list two people as related, say as siblings, spouses, or parent/child relationship, that is all (usually) placed into our local database that we use to look people up. I say usually 'cause sometimes our report takers may get a bit lazy and not make the relationship connection in the program, but for the most part, they are pretty good at it. Now, if you're asking if there's anything that tells who the bad guys' relations are who have not had LE contact, no, I don't know of any like that.
