I should have said that gunpowder needs to be in a tight, confined space to explode. It may flash on a range but not explode like the news is reporting. I really want to hear what OSHA and the states Fire Marshel finds out.

No Stump, if you light gunpowder with a match it burns very fast. To make it explode you have to enclose it in a tight enclosed area.

This happened about 3 years ago, but a couple of kids lit some gun powder in the basement of their home. They were so seriously injured that it was required they be air lifted to a trauma center. To my understanding (I talked to the boys father) the gun powder was not confined but layed out on the table. So maybe this incident was possible?
