Our district attorney's office has their own investigators who are the liason between the DA's office and victims and witnesses. Basically, if the DA's office has questions or concerns about a case, the investigators go out and wrap up the loose ends, either contacting the victim, witness, or police officer.

44 is not too old to start in law enforcement. Hell, you can put in 20 years and draw a full pension in many depts! Police Academy's are not that bad. As long as you are in halfway decent shape, you can get through it no problem. The mental thing may be a bit tougher depending on your personality. I'm 41 and I am not sure I would want to go through the academy again. As far as "other" options, there are several depending where you want to work. Correctional officer in a jail or for your state prisons, telecommunicator would allow you to work alongside LEO's without going through a police academy, in Illinois, there is the Secretary of State Police; they regulate the auto industry, deal with stolen vehicles, but also do a lot of traffic and DUI patrols, Revenue Agents, Corrections apprehension agents and parole agents. I recently left my job of 11 years with a dept I liked very much to become a Gaming Agent. Not much action, I don't even consider myself a REAL cop anymore, but it's sworn and I will make great money. Right now, senior agents top out at over $104,000! They started me out at the same pay I was making at my old dept and I was a Sgt. I miss working the road and being a REAL cop, but I see this is active retirement. So, there are plenty of options for you and you really aren't too old.
A good dispatcher is worth their weight in gold. You could look into that. If you are tired of the desk.....and want something new....and working with the PD at times.....and fullfilling...how about becoming an EMT and eventually a paramedic?
