I'm a civilian who's into vintage -- and new to a certain extent -- police package cars , particular to Dodge-Plymouth-Chrysler ( 1 year only Chrysler Enforcer ) .
From what I've seen -- at least in California -- the following items are 'standard' features on CHP ( et al. ) cars :
- Certified Calibration Speedometer ( typically , 140 mph ) . This means that the speedo is accurate within 1 mph of its actual reading ;
- Plain steel wheels , with either a hub cap or a wheel cover ( yes , there's a difference ) ;
- Extra dome lamp ( typically , CHP versions )
- Top engine choice ;
- H.D. auto trans with firmer shift points , h.d. clutches and bands , and a higher stall speed converter ;
- Spot lights , with a red-coloured lens on "slick-top" ( i.e. , no light bar ) CHP cars on the driver's side . This lens is clear if the car has the light bar .
Chrysler made the most complete , comprehensive police packages for many years . As a matter of fact , the CHP was their biggest contract for a long time .
When Chrysler "screwed the pooch" for 1962 by downsizing their cars' wheelbases ( excepting the Imperial and New Yorker ) , they actually ended up building the odd ball , one year only Chrysler Enforcer in order to meet the CHP's at one time 122" wheelbase requirement .
This car was essentially a Chrysler Newport , with a Dodge front end on it !
At the "Spring Fling" MoPar show last weekend , I saw the instrument clustre from one of these cars . Rare piece !
I hope this info is / was of some help .
