In the NYSP we have to have our chest go down to no more than 4 inches from the floor when being tested. A fist is a very good rule of thumb (no pun intended). When we are tested they have 4" foam blocks placed under our chest which we must touch when doing the pushups. The penis/nose thing sounds like a viable option too, if you are so equipped, - for training purposes but don't bring that up when being tested. (Again, no pun intended.)
Michigan's MCOLES standard uses a 3" high pad that beeps when depressed; I practiced going all the way down (chest to floor) and it made a much bigger difference in my testing total.
