    Officer Down in Chesapeake, VA

    A police officer was shot and killed Thursday night in Chesapeake.

    Several sources tell 13News the officer, who was shot on the 900 block of Redstart Avenue shortly before 9:00 p.m., succumbed to his injuries, though police have not confirmed that.

    The victim was taken to Sentara Norfolk General Hospital, with what appear to be life-threatening injuries. A police escort from Norfolk accompanied the ambulance on its way to the hospital.

    Officers were serving a narcotics warrant at a home on Redstart Avenue when the Chesapeake officer was shot, according to Officer Charles Thiebaud, spokesman for the Chesapeake Police Department.

    A witness told 13News they heard a shot, then looked out the window to see Chesapeake Police surrounding a neighbor's house. The neighbor tells 13News several homes on the street were evacuated afterwards.

    "I was across the street where I heard the gunfires, shots, went to the front door and opened, saw the police surrounding the house, and they asked everybody to get inside," said neighbor Richard Wick.

    This ambulance pulled into Sentara Norfolk General Hospital around 9:10 p.m., carrying the now-deceased police officer.

    Witnesses say they saw eight to ten police cruisers fly down the street after the shooting. Then, witnesses saw a man undergoing several minutes of chest compressions.

    When the ambulance left, witnesses tell 13News the sirens and lights were not on.

    "For someone that's out there, to serve and protect, it's horrible to hear that," said neighbor Zach Blankenship.

    An hour after the shooting took place, dozens of police vehicles covered the street where the incident occurred.

    Around 10:25 p.m., SWAT teams surrounded the home, calling for "Anyone inside 932 Redstart, come to the front door with your hands up. Do it, now."

    Police currently have two suspects in custody.

    The last time a Chesapeake Police Officer was shot fatally in the line of duty was Officer Michael Saffran on October 8th of 2005.

    Virginia Officer Killed Serving Warrant

    A Chesapeake Police officer who was shot while serving an arrest warrant has died.

    He's been identified by the department as 34-year-old Jarrod Shivers.

    According to a department news release, he was an eight-year veteran with the Chesapeake Police Department and had been working in the Special Investigations Section (Narcotics) for two and a half years. He is survived by his wife and three children - a 2-year-old boy, an 8-year-old girl, and a 14-year-old girl.

    Flags in front of the headquarters of the Chesapeake Police Department have been lowered to half-staff.

    The suspect has been identified as 28 year-old Ryan David Frederick. He resided at the 900 block of Redstart Avenue where the shooting took place. He has been charged with 1st degree murder and use of a firearm in the commission of a felony and is currently being held at the Chesapeake City Jail.

    Department spokespeople are being very tight lipped about the shooting. What they've told WAVY.com so far is the officer was serving a narcotics warrant when he was shot by someone inside the home on Redstart Avenue.

    "We heard what was probably just one single gun shot. We didn't think anything about it since we've only been here a couple months," says Zack Blankens who lives just houses down from where the shooting happened.

    What Zack didn't know was the bullet from that gun hit a Chesapeake police officer.

    "We saw one person taken away in an ambulance and a lot of police."

    Investigators say the person in that ambulance was a policeman who served a narcotics warrant around 9 Thursday night. Officials say when the suspect opened the door, he shot the officer and quickly locked himself inside.

    "Obviously someone barricaded is still in the house, so we just figured we'd come down here and watch. See what's going on," says Zack Christopher, a former resident.

    Using a bullhorn, the victim's fellow officers demanded the suspected shooter give himself up.

    "Anyone inside the house at 932 Redstart, you need to come to the front door. Do it now with your hands up," shouted the officer with the bullhorn.

    The suspect gave himself up a little after 11 Thursday night.

    Meanwhile, at Sentara Norfolk General Hospital, police from Chesapeake, Norfolk, and Portsmouth, gathered to keep vigil over their fallen brother. A police chaplain came to the ER. Outside the hospital Chesapeake police consoled one another.

    Detective Jarrod Shivers was shot and killed while attempting to serve a narcotics search warrant at a home on Redstart Road at approximately 9:30 pm. When the suspect opened the home's door he immediately fired one shot, fatally wounding Detective Shivers.

    The man then barricaded himself in the home for a short time before being taken into custody.

    Detective Shivers had served with the Chesapeake Police Department for 8 years and was assigned to the Special Investigations Section. He is survived by his wife, son, and two daughters.

    I haven't heard of any funeral plans, but I will be asking to attend if it is going to be held in the local area.
