I considered that also but it seems the sequence of the numbers and letters weren't consistent on the Canadian plates I looked up. The seem two have the digits separated 3 and 3 instead of one long number...

Yeah in hindsight it probably would have worked but really didn't think ID-ing the state would have been this hard after the fact...I figured a 5 minute google search would clear it up.
