I agree. I received a notice in the mail about the cash for clunkers program and when I read that it was for NEW cars only I laughed and threw it in the trash.
People who own "clunkers" can't typically afford a brand new car. Who goes from living in a shoe box to living in a mansion? If you could trade it in for another pre-owned it would be a different story.
Some people seem to think that saving $3,500 is great, but don't realize that they just wasted 10, 15, 20K on buying a new vehicle that they could have purchased pre-owned.
Honestly, $3,500 isn't that much anyway in terms of a car. You can get a dealer to go down that much anyway, and the claim that you get the dealer discount on top of the hand-out is bogus. They probably already factored in the hand-out... that would be my uneducated guess anyway...
