I have NEVER pushed my bike off the trail. I've had to jump up and down on the wheele, adjust spokes, and disconnect the front brakes so the front wheel would roll through the fork... I have had no less than 8 trips to the ER (including a separated shoulder (NOT dislocated,but SEPARATED)... and I STILL RODE OFF THE TRAIL. 
I think tire levers are optional... usually, I am so mad about having a flat that the rage makes pulling the tires off really easy. LOL
(I'm just kidding! Actually, I have a nice little patch kit that incororates the levers.)
