All the ones he don't like are multiple of 3, and the ones he like are the one he don't like plus one in certain digit. So 900 and 1200 are out. 1000 is 900 plus one on the third digit, but 1100 is plus 2 so it's also out.
Just my guess.

He don't like 300, 99, 2400, which are all multiple of three. The ones he like, 400, 100, 2500 are result of 300+100, 99+1, 2400+100. which means use the ones he don't like to plus 1*10^x, (1, 10, 100 etc.), will result in a number he like.
In the answer, 900 and 1200 are out because they are multiple of three. 1100 cannot be because it is 900 (multiple of three) plus 200 (not 1*10^x), 1000 is 900 plus 100, filling in all the criteria in the first paragraph. (not being multiple of three, but is a number itself is a multiple of three plus 1*10^x, x being a whole number.

The numbers he likes are all perfect squares and are only made up of 2's and 5's. Based on the given information there are two logical answers:

That's how I answered this one. I don't know what you are talking about with the Restricted Section, though
I would have figured this out on my own after a few minutes if I'd just gone after it. There are really only a few functions to try, and square root and powers are very popular.
