When I was a kid I would have said no way.
Now that I have kids of my own I kinda want to know what they are doing and where they are.
This is a good thing.
The world can be an ugly place some times. Parents are responsible for their kids and have a right to know where they are at all times and a responsibility to know what they are doing.

But my question is, would the ACLU pipe in on this as a violation of the kids' civil liberties? Not that I give a d*mn about the ACLU, but you know how they are.

It's already available in the U.S. The kid wears a special watch which allows the parent to do a GPS inquiry.

I believe they have watches designed for older kids, too.
Nokia already has a phone, when combined with AT&T wireless, that helps friends track each other's locations. You simply send an inquiry to their phone and the system responds by telling you which cell tower they are nearby. You could use this on your kids, too.
