If, say, a guy throws meat into his backyard.
The meat rots a bit.
Flies land, maggots birth, and new flies develop.
These new flies, they fly over to another guys crib, if you will, and land on the other guy's arm, and take a dump.

Could the first guy, the one with the thrown meat in his yard, be charged for something?

But the arrest alone could be considered a death sentence, perhaps even cruel and unusual punishment. Since the fly lives only a very brief time.
Quite possibly the fly would be dead before you even finished booking it. Wouldn't that be like conviction without due process, where would the right to have its' day in court come into play ?
