Not a LEO, Bob, but you seem to think of police as monolithic and faceless. You are also projecting your feelings like disappointment and anger to the police you encounter.
How is your relationship with your parents? It sounds unresolved as if you never got past your teenage years and the police have replaced them as your nemesis. This isn't true of course because parents generally have an emotional attachment (whence your projections) but police do not. It's like you want to push the boundaries of the law and when someone show you the line, it makes you angry. You expect the police to act emotionally as a parent (and project it on to them when they don't) does but that's not the way it works.
You need help to work out your authority issues. The police have no authority over you, they have authority to enforce the law. Once you realize this and once you get over the teenage rebelliousness, you'll be okay. Until then, you will run into police the same way a 16 year old runs afoul of their parents. Except the police don't love you.
