It's an indicator of whether or not people like the content of your posts and, more importantly, the content of your character.
People CAN go into the red without being banned (but they usually end up banned if they do go red, with the exception of a few who make it back from the dead by stopping the behavior that got them there and starting to exhibit good behavior by making useful posts).
Post meaningful posts, you get positive rep. Post negative posts, you get red.
When I look at a bar full of green, I know I can trust that person more than a person with a bar full of red.
The only thing I don't like about the 'reputation system' here is, as soon as a person gets a couple of positive approvals, their green bar lights up completely.
This means, you can't tell if they have a TON of positive reputation or just a few.
Some forums have configured the bar in such a way that dark green pips indicate a certain number of rep points, light green ones a different number, gold ones indicate yet another, and gold stars (added along the top of the bar) = a big number. The latter two are not part of the standard vBulletin reputation system (it's an "add-on"), but it all gives you a better idea of just exactly how many rep points someone has earned.
A vBulletin site owner can also turn on the indicator for "rep power" (a numerical value), but since it is shown in the postbit (upper-right corner) of every single post.

Basically, it's just a way of knowing if people like what you are writing or not. Usually the people with tons of red get booted pretty quickly cuz they are trolls or idiots.
Then the ones with a lot of green contribute to the board...either with good stuff or they are just on here ALL the time...easy to build up points I guess.
You can go to user CP and see who reps you, and they can add a comment too.

I think the point is that if you contribute to a thread you'll get rewarded in a positive way. If you act like an a$$ then you'll get burned with red tarts.
