    Fort Hood Question

    Hi all.

    My question relates to the female civilian officer who shot Hasan and was injured herself.

    I'm a little confused... what was she doing there to begin with? I thought that military bases were patrolled by MP's? Do civilian police have jurisdiction inside military bases and she just responded to a shooting? Or do military bases allow/employ civilian officers as well?

    I think she did a superb job and I wish her a speedy recovery. Please forgive my ignorance in this matter, perhaps some of you ex-military officers can clear this up for me.

    The Department of the Army Police Department now runs most of the things on an Army installation. This allows MP's to focus on the field work aspect of their jobs and frees up MP's to deploy overseas.
    Of every one hundred men, ten should not even be here. Eighty are nothing but targets. Nine are real fighters, and we are lucky to have them, for they make the battle. Ah, but the One... One of them is a Warrior... He will bring the others back.

    Exactly, a lot of Jobs once reserved for military personell are now out sourced to civilian contractors to free up soldiers for training, deployments, and thumb twirling. Also, they claim it's somehow cheaper and easier? Doesnt make sense to me. I believe it let's them use civilians in a manner in which they don't have to abide by many of the rules and laws (Genevation convention for one) Soldiers, Airmen, Marines, etc have too, especially when used as a force like BLACK-WATER AKA DOWHATEVERWEWANTWATER.

    Most repairs done to equipment for instance like Tanks, Humvee's, HIMMITS, F/LMTVs, are done by a contracted company called BAE SYSTEMS. Although BAE does higher a lot of ex-military. I'd say near 75% or more.

    Yes, there are civilian police officers and respective investigiative divisions, CID, NCIS, that have civilian officers as there are civilians on post including family and workers.

    And, no, a police officer that is NOT federal (FBI, U.S. Marshalls, and so on) has no jurisdiction on an installation unless his/her duties require so and must get clearance from the provost marshall, investigative division, and the Post CG of Garrison. All military installtions are Federal zones, and therefore anything less than has no authority. Although every installation I've been stationed at seemed to treat local angencies well and respectfully and cooperated on all levels, and IMHO way too much.

    There are civilian CID agents at some regular CID Offices, however, they are not there because of the civilian presence on the post. They are usually retired active CID agents serving as Sexual Assault SMEs or Operations Officers. Military Agents and DA Police have authority over civilians on their installation, as far as the investigation of offenses goes. Prosecution is another matter.

    All military installations have some element of Federal Jurisdiction, however, in some cases the area of that jurisdiction can be very limited (Reserve/NG Training bases maybe be subject to proprietary jurisdiction, with a limited area, say the air-strip or warehouses falling under Federal Jurisdiction.) Many installations are concurrent jurisdiction. In these cases installation LE or civilian LE can respond to calls for service, and cases can be referred either way in whatever serves speedy justice in the most efficient manner.

    Close working relationships between local and installation law enforcement serves the public interest and protects the installation. What exactly is wrong with that?

    There are not many soliders twirling their thumbs right now. That is an insult to teh men and women who wear the uniform.

    I have to say there is a lot of bickering here. Ok, so ill put my tibbits in. The military does hire civilian LEO's for military instillations. Federal instillation that have civilian LEO's are under federal employment. Federal instillation fall under federal authority, and therefor, the federal government has jurisdiction. A City, county or state LEO has no authority on a federal military instillation. For national guard instillations, those are under state authority, and there local LE has authority. Some National Guard instillations that have federal building or employees on them have a dual jurisdiction, where both local or federal LE has authority. Usually a local LE agency will take the lead since prosecuting is easier than using the federal system. But I think you all are missing the most important fact. On no military instillation, federal or state can a repo man come and try and repo property! Its true. -thought maybe some humor would lighten the mood.

    Depends on if they know the gate guards ;)

    I'm not sure the statistics, nationwide.... but most installations in California are dual jurisdiction. That doesn't mean the locals will actually do anything (citing budget cuts, et al.)

    Just to throw another monkey wrench into this fire....

    Fort MacPherson here in Atlanta has a co operative agreement with the City of East Point. I have seen MPs on the city streets and East Point officers on post.

    I have no idea. I do know that during an ice storm some years ago, Ft Mac sent a Humvee to pick my ex wife up for work.
