Below is a detailed description of problem I have with harrassment I need to know what I should do to get my problem solved. Any suggestions would be greatly appreciated.

I have been having recent trouble with the local law enforcement who did not handle a problem I have had with harassment and sexual harassment. These people who have used surveillance equipment, stationary and mobile auditory equipment using auditory illusions to harass me, seemed to have corrupted the local police. They are basically using expensive audio equipment to make sound illusions which appear to sometimes be recorded voices and sounds or sometimes a direct microphone, in which they can carry on a conversation. They use sound illusions which may appear similar to classic illusions such as Phantom Words, MgGurk Effect or Scale Illusion. They make taunts and threats and on one occasion made sexual remarks. Typical sayings are cookie monster, poop people, terrible people and etc etc. They have also commented to me about being sexually aroused, speaking with detailed information of my naked body, as if they had surveillance equipment like the movie Sliver. I believe the harrassment is in part due to religious controversial subjects I blog about on myspace. I am in no way crazy or schizophrenic and am willing to do a medical evaluation to prove my sanity. I am a law abiding citizen who has never been charged with any crime except a 242 domestic dispute that I feel the district attorney prosecuted with personal bias due to to these events. I feel my rights are being stripped. I have explicitly asked them to come and do an investigation with bug trackers and sound amplifying equipment to record on DAT! They have refused and did only a police report. I have been repeatedly ignored by Ontario Police Department! I have called dispatch twice! I have called the police chief Eric Hopely and the internal affairs division and left a voice mail, to return my call, which was not returned! I have had friendly contact with the internal affairs division of Ontario Police. I received this friendly contact on the 29th of September around 10:30am via a returned phone call! However, they ludicrously tell me, they have no equipment with which they can do an investigation and gave me the same run around. I find this absurd having been by the Spy Outlet, seeing the equipment for around $300.00 dollars. I do not see how the city can not draw up such simple equipment into their budget, with such units as bomb squad, gang and special victims. In addition, seeing how Ontario Police drive one to a car wasting gas, dispatch time and vehicles. I was told by the 4th district office board supervisor of San Bernardino County Gary Ovitt, that I should contact the Federal Communication Commission concerning this issue! So you can see my frustration in dealing with the local authorities!

I made a complaint to Ontario City via their website complaint form on the city web page. I left all information in this email on that same form to the city. I have also contacted San Bernadino County Sheriffs Office but they said it is outside their jurisdiction. On September 2, I called the San Bernardino County Sheriff's Office in Rancho Cucamonga and while speaking with the operator for the internal affairs division discussing my issue, I heard a disturbing statement in the background! On September 2, 10:47am while speaking with the operator in the background a male voice said, "suck it up you said we had to be merciful," in a very sarcastic and immature tone, as if to jest! On September 22, I contacted the San Bernardino County District Attorney Office concerning this matter as per request by Kamala Harris in a letter response. I was told that they do not have a procedure to handle citizen complaints against local law enforcement, as is required by California law, according to penal code section 823.5! I have her response saved on my cell phone via voice mail but have no letter response with which I can send. I hope that you can conduct a further investigation and resolve this issue in a timely matter!

I have contacted Gary Ovitt, District Attorney Mrs. Dumbar, Joe Baca, Jerry Brown, Gloria Mcleod, Barbra Boxer, Dianne Feinstein, and Norma J Torres as I have no other means of which to communicate up the ladder to solve this issue. I have already contacted the San Bernardino County Grand Jury and made an official complaint. I am still awaiting the grand juries response, but am seriously annoyed by the constant injustice and taunts from these people operating the equipment. I sometimes even have trouble sleeping from the annoyance, so I was hoping you could resolve this for me in a much more time efficient manner. Below is the case report file number I received from the police on August 17th. Please E-mail me at your earliest convenience! I have also emailed Jerry Brown about this but forgot to give him the report file number giving him information so he could follow up on my progress, because I suspected corruption! I am now asking for further support because I have no where else to turn, thank you!
