    The latest on California politics and government

    Assembly passes ban on carrying unloaded handguns in public
    Legislation to outlaw the carrying of unloaded handguns in public was passed Tuesday by the Assembly.


    The measure, Assembly Bill 1934, received the bare-minimum number of votes necessary, passing 41-25, with Republicans opposed.

    The bill was crafted in response to a protest movement, "Open Carry," in which activists wield unloaded guns in public places to publicize opposition to gun-control laws as well as difficulties in obtaining concealed-weapons permits.

    Supporters of AB 1934 said that current law places police in an untenable position, responding to reports of gun-wielding pedestrians but unable legally to demand that such protesters show identification or proof that their weapon is registered.

    Opponents countered that AB 1934 would infringe on Californians' right to bear arms and to protest peacefully in whatever manner they choose.

    State law bans the carrying of loaded firearms in public, but not unloaded weapons.

    AB 1934 would make it a misdemeanor, punishable by up to six months in jail, to carry an exposed, unloaded gun in a public place or on a public street inside a city or in prohibited unincorporated areas of a county.

    The bill contains numerous exceptions, including display of a firearm by a peace officer, authorized military organization, firearm dealer, or by a licensed hunter while engaged in that sport.

    AB 1934 now goes to the Senate.

    We started getting Californicated in the late 70's when the housing market down there went nuts. When I first settled in Portland and became a cop here, it was a fairly conservative and reasonable place to live. We got so many nut cases from S. California up here that they not only changed the political landscape, but they brought with them fine things like gangs and freeway shootings.... Now the city council is so socialistic that it makes Obama look like Glenn Beck. Had it been this way when I came here, I would have kept on going.

    Bend, in central Oregon used to be a nice little lumber town that was fun to visit to go skiing on Mt. Bachelor. Now it has the largest Mercedes dealership in the state. It's full of Hollywood types that have moved there to "get away from it all", unfortunately they "brought it all" with them.

    Tom McCall, one of the last Republican governors saw it coming and tried to do everything but shut down the border, but nothing worked.

    Did I miss something here? What would be the purpose of carrying an unloaded gun openly?

    I'm sure the citizens are relieved, as now criminals will have to go through the trouble of concealing their firearms before they conduct their felonious acts...



    My sympathies to the non-communist citizens of the state of CA.

    It is my understanding that in California, even though the gun was unloaded you were not restricted from carrying a loaded magazine separately as well. i watched several videos of open carry Californians being stopped and checked to make sure their firearms were unloaded, while having loaded magazines in their belt on the opposite hip.

    Funny thing about this is I'm a member of the NRA and usually get emails about this kind of stuff. Didn't get one on this issue.
