Plus, again, as hard as it is to make your own liquor, there is still a sizable underground network making it. Anybody with two brain cells left can grow their own weed.
Why do you think so many meth heads make their own meth instead of buying it? Because it is a hell of a lot cheaper to make your own.

When we first cracked down on the pre-cursors, we had a dramatic drop off in labs (from 180 to 30 something) the next year. But, they have now climbed back up to the levels before the pre-cursor law. What we are finding is that they will load up five tweakers in a car, and drive around all day "smurfing" psuedophedrine buys. We're close to a state line, so they will go over there, too, and do the same thing.
And, now that they have a new method that produces meth form psuedo at almost a 1:1 ratio, home grown has become the meth of choice again here.

You can only buy a small amount of pseudo-ephedrine at a time in Oregon and you have to sign for it at the pharmacy. It would take a lot of driving around and a lot of different stores to get enough to make much crank at a time.
I testified before the Oregon Legislature and couldn't get much out of them at all. Then I went to the Oregon Pharmacy Board and found they can declare anything a controlled substance within the state. They've been super cooperative.
For tweakers, as opposed to doing what else with their time? :D
We get good cooperation out of the Pharmacy Board, and it's unbelievably easy to catch the ones who are doing this. There are just so many of them doing it, we have to concentrate our resources on the ones who are obtaining the most pseudo. I really though our home grown meth problem was licked the first year after they people had to sign in for Psuedo here. We're still seeing Mexican meth in the predominantly black areas (and seeing a lot of meth being sold by traditional crack slinging gangs). But, we got country boys here, too. They can build a meth lab quicker than they can change a clutch in a Massey Ferguson tractor. :D

IMHO, pseudo laws have only made meth labs harder to find. When some idiot bought 5-10 boxes of pseudo the clerk knew to get a tag number and call the local PD. Now you have 5 meth heads each buying one box at two or three stores; the clerk never calls. Plus its a lot harder to know who is cooking versus who is just smurfing pseudo to make some cash or score some meth.
The one-pot method is also making it harder on us. Literally everything needed to make meth can be bought at Wal-Mart. Previously we only saw red-P labs now we are seeing more ammonia based labs. I just dismantled one last week, DSS took custody of three kids and up to 8 more children were exposed during their active cooks.
Mexican meth has overrun my area also, but this has only put the crack dealers out of business. After a quick Chapter 11 reorganization they have reopened as meth dealers or they're selling pills.
We rarely had that happen. Until we got the laws, we had one woman in Portland who was buying the stuff wholesale and selling it to the cooks. Labs all over N. Oregon and S. Washington had pseudo-ephedrine that was traced back to her.
I took the bottles she sold to the pharmacy board to start the first of the laws. Before that, anyone could buy pure pseudo or regular ephedrine by the case.
Here is what I dont understand...lets say the govt grants each state their own authority to legalize weed, so therefor the state/county/city could earn money from taxing it. This is one way of making money.
OR
Continue on the path we are on, where the police bust weed users/dealers, and those people have to pay the fines incurred, which also gives the county money. For instance, someone I know got busted with weed for personal use, and he ended up paying $1,500 for his fines.
What is the difference? Both methods still bring money in? People will still grow it for themselves even if it is legal, so for those people, they wont be paying taxes on anything.
