Based on the information I was given in a class a while back (several years ago), OWI is used for lower concentrations. All that is required is that the suspect have a certain BAC (I don't recall which), and be in control of the vehicle (driver's seat, keys in ignition).
DUI requires a higher BAC (.08), vehicle movement, and signs of impairment.

DUI in TN for those over 21 yrs of age. If under 21, since the BAC only has to be .02%, it is DWI.

On an unrelated note, in San Francisco we used a somewhat unique acronym "DWA" to describe any mysteriously insane driving maneuver, or, any inexplicably horrible operation of a motor vehicle.
DWA = Driving While Asian.
