Are the medics on your SWAT teams operators first or EMTs first?
The County Police Agency where I live has a full blown MD who has been sent out for SWAT training. He is also a volunteer. Not sure how the County worked that out.

Our agency takes EMTs & Paramedics and then makes them into operators. Most departments I have spoken with have found it easier and more practical to take medics and turn them into operators because the medical skill set is already there.
The older you get, the better you get, unless of course you are a bananna.
I'm not sure what Pinal County does or has; but I know one of my instructor’s in our EMT class was telling me his fire department had 3 or 4 firefighter/medics on his city's SWAT team.
In my EMT class we also had a deputy who was detailed to the state GIITEM task force; he was getting his EMT cert for the team.
