A SYDNEY mum was allegedly street-racing her high-powered car at almost twice the speed limit - with her two children in the back seat.

Rebecca Jane Budge, 29, of Rozelle, yesterday pleaded not guilty in Burwood Local Court to taking part in a race and exceeding the speed limit by more than 45km/h.

But Budge did plead guilty to not complying with the restrictions of her provisional licence by not displaying her P plates and by driving a high-performance vehicle.

She was representing herself yesterday as she "didn't have enough time to get a lawyer because legal aid won't represent me".

Budge was allegedly caught street-racing her V8 Holden Commodore station wagon against a motorcycle along Victoria Rd in Drummoyne on January 1 this year. Her two children - a 10-year-old girl and six-year-old boy - were allegedly in the back seat of Budge's car.

Police allegedly recorded the Commodore travelling at up to 109km/h in a 60km/h zone, with the motorcycle keeping pace.

The rider of the black motorcycle was not caught.

The case against Budge was adjourned until March 13 when police witnesses will give evidence.

Police confiscated her station wagon.

In NSW it is illegal to drive a high performance vehicle while holding a provisional drivers license. There are restrictions depending on the engine size and if it has been modified.

When you first get your licence here you start off on a learners permit. You are restricted to 0.00 BAC, restricted speed limit, bike riders can not go over 250 cc or have a pillion passenger, and some states restrict powerful vehicles. Also required to drive a car with a full licenced driver in the front passenger seat who also has to be 0.00 BAC.

Once off your 'L's" you are on a Provisional licence ("P's"), can drive unaccompanied, but still 0.00 BAC and some states restrict powerful cars.

P's vary from state to state but most are about 3 years long and have similar restrictions.

However there is pleny of power in a 6cyl Commodore sedan (most cop cars are that here and I have had one over 200 kph) and these are very popular with young tools on their P's. On top of that they are a big sedan and as most young hoon drivers couldn't drive a wet finger up their own a$$, they are often in crashes.

WHat if they drive an approved vehicle but have modified it ? Who then decides if it is illegal ?

don't know, both states I have worked in, don't have these laws. :D

There is a list of restricted cars on the NSW RTA website. However it's only considered a "guide" and there are cars that are restricted that aren't on there.

Basically the restrictions are:

Eight or more cylinders (except diesel).
A turbocharged engine (except diesel).
A supercharged engine (except diesel).
Engine performance modifications.
Certain high performance six cylinder engine vehicles or other vehicles as described in the publication Novice Drivers - High Performance Vehicle Restrictions.
