Some Departments want you to give the person more time to leave, as long as they are not trying to advance into a crime scene, endangering themselves, or others. I would have probably been written up if it was just what that video showed.

in addition we dont know if the camera guy is doing fingers, or faces or any impolite gestures with his other hand to the officer..
