We had to fight like hell to get our department to authorize dark blue or black t-shirts. The idea was shot down for years and years before being (grudgingly) approved. We've been able to wear them for about a year now.

Ugh.. I have to wear a white crew neck t-shirt and a white uniform shirt. My vest is a nice navy blue. My boss's words when I brought up the obvious problem:
"Don't get shot."

I wish more departments would do common sense things like this, instead of worrying so much about looks.
Around here, keep in mind I am an outsider in the liscenced LE community, all of the officers wear a mock turtle neck. I don't know about the triangle thing, but our officers have had no tie open collar mock turtle neck style for going on 4 or 5 years now.
As a reserve I'm allowed to wear whatever color undershirt I want. I usually wear grey or black (my vest is blue or white (I have two) both show no matter what) We wear polo shirts which doesn't help anything (different convo. all together, I have issues with my organization...).
I'm sitting here looking at both vests, blue and white, the white vest is nearly 10 years old. Probably wouldn't stop a BB, but noone know's I have it on. The blue one... my mother notices it...
An undershirt may have a small influence in a 'bad guy' knowing if I'm wearing armour, but I don't think it's that much. Most **** bags that would pull the trigger aren't thinking that far ahead, or paying that much attention. There isn't a scum bag today who would try to kill a cop that wouldn't shoot for the head.
Everyone knows cops and there brethren, wear armour. We have to... I've known judges who've worn armour...
A uniform change may be called for, being uncomfortable is part of the job, c'mon cops wear nearly 20 pounds of extra crap! We don't do this job, or desire to do this job, because we want to be comfortable.
My vest is hot and uncomfortable, anyone here who says otherwise is crazy... but, it gives me a sense of security, it helps me do my job. I'm un-liscensed... I'm not a cop, but I'm a volunteer with a Sheriff's Dept... The folks I ride with expect me to act the same as them. Not have the knowledge, but at least the understanding.
NY has proven Volunteer's get killed. (RIP) We know the chances we take, just like VOLUNTEERING TO BE IN THE MILITARY, we know the chances.
Sorry for the tangent, I have a lot on my mind... But back to the question, a uniform change doesn't help the officers unless it changes the uniform. Changing an undershirt and ignoring the big problem doesn't make much sense to me. Make a specific undershirt mandatory that blends with the uniform and the uniform, that makes sense. However I know many departments can't afford to buy equipment (want to see me angry? ask me about that!)
My city wears dark blue, county wears a tan and highway wears a lighter tan, they all wear, dark colored (dark blue or brown/tan), mock turtle necks. A department should changed the outerwear before it changes the underwear...
