Some signs say, "When Flashing"
Others say, "When Children Present"
To me, "When Children Present" is too open for interpretation. If the children are in front of the school actively loading or unloading from the busses, then they are certainly present. But when the busses leave and all the kids are in their classrooms - are they 'present' then ??? They certainly aren't in danger of being run over - and that is what the purpose of the sign is all about.
What about a school holiday when no children are in class at all? Or how about a snow-day in the afternoon (when the roadways are clear) but the lights are still flashing? It is a school zone then?
I think the best, and safest, course of action is to slow down and let the drivers behind you honk if they want. But in my own mind - there are sometimes occassions that occur when the lights are flashing that I do not believe to be a "school zone time"
