One of the major no no's to purchasing a firearm in PA is an involuntary mental commitment, as it is everywhere I would assume. It is definitely a question on one of the forms you have to fill out, I can't remember whether it is on the federal form or the state form. PICS will hit on you for the involuntary commitment as Mental Health will report it to Harrisburg and you are actually required to then surrender all of your fireams.

Columbus, OH has a 'Weapons transfer permit' that you must get when buying a gun from a dealer.
1) Go buy the the gun, pass NICS. The gun store takes your money and keeps the gun at first.
2) Drive downtown and get a permit appliction, fill it in, then submit it in person.
3) They will sit on it for 7 days (intentionally)
4) You get a call, go back downtown and pick up your permit
5) Take the permit to the gun store and they release the gun to you.
This permit process will be wiped out by the Statewide Preemption of gun laws in Ohio HB347 which takes effect on or around March 14th.
All that permit process did was make me drive 3 miles north into the next county to buy guns. I got one from walmart a year later and was in and out in 10 mins.
