    You need to file a FOIA request. There is a specific process for obtaining public information and departments can charge for the time it takes for research and copying. Otherwise a mob of angry citizens could march into the lobby demanding all kinds of records immediately and completely tie up the entire department.

    For the purpose of this dicussion, the question is not public access to records in Virginia. It is media access to arrest information in the LA California area.
