Delaware State Police

I've made arrangments with a De nonprofit to provide FREE copies of Dennis Debbaudt's autism training video as well as communication boards for all police officers to each of the 3 counties in DE. It is a great video and free is always the best price. I went through the New Castle County Police Department for that county but that now I've found out that it is Delaware's only county department. The Cpl. there suggested we go through De State Police for the remaining two counties.(In the counties we've done this for in PA the departments share the video and just send it from department to department and one keeps it almost like a lending library)
I've e-mailed through DSP's website without response. Are there any De State Police officers here who could direct me to who I could or should talk to in either Kent or Sussex County.
