I don't think it has much to do with skin pigmentation as it is a burning agent and irritant. When you talk about dark skinned people here it is usually folks from Central America whose diet tends to consist of a lot of jalepenos and habaneros. Folks who are used to eating a lot of that are just used to it and it won't irritate them.
There are also the random people who just aren't affected at all and it doesn't seem to have anything to do with ethnicity or diet.
I am saying that because I am working with native people.. and when I was at the police academy 70% of the group was native and white people like me it was terrible the burning sensation. But for the native people, it was like if they were receiving shampoo in the eyes. there was at least 10 native who didn't feel any pain. And where I am working it's only native and 50 to 60% of the time it doesn't work on theme
