The kevlar tires shouldn't be a problem, kevlar doesn't stop punctures, according to the atricle you posted it's only there to strengthen and quiet the tire.
The result is a quieter and stronger tire, said Todd Hershberger, Goodyear's marketing manager for light-truck tires. Although the tires are more resistant, the Kevlar won't stop punctures. DuPont & Co. will supply the Kevlar.
The spike strips and or bullets should still be effective against the tires.
