What is offensive about it exactly?....I know nothing about the case but all I see is a man being restrained....and a dog sniffing him...He probably ran from the police...which you are not supposed to do...and they had they sent the dog after him....That is all I see...and I don't think that is offensive....

Actually I know about this. That man became lost and disoriented in the woods.
The dog pictured is a rescue dog who found the man. The trooper was assisting the man, as he had become completely disoriented, tripped and was unable to get up.
Hooray for the Trooper and his brave dog.

Where'd you find this piece of propaganda, Barney? I would hope wherever you obtained this picture from would've had some explanation to it, unless you are making things up in your mind because of what little you see in the picture.
