I DID respond to your question regarding the training my K-9 and I conduct in regards to handcuffed suspects. Maybe you just missed my post.
I take the responsibility of having a four-legged partner, who's actions I am ultimately and completely responsible for, very seriously. My comment about perception came from a picture that someone had taken while my team was training - it showed my K-9 walking behind a child who was crying. The person who took the picture - titled it "Police K-9 utilized to apprehend child". When in fact, we had just conducted a tracking exercise/training where my K-9 had located the child (with the parents permission and one of his parents was present but excluded from the picture). The child was crying because his father told him that they would have to leave now - and he wanted to stay and play with my partner. A picture does not always show the "real story". You DID admit that you should have posted the information/story with the picture. Even if you had posed a question without a picture such as; Do you think it is permissable/legal/morally correct in allowing a Police K-9 to bite a suspect who is no longer resisting arrest and is already cuffed. I for one, would have responded to that question with a Definite "No".

Is it possible the guy tried running in his cuffs or began kicking and spitting at the officers...something that has happened to me a few times?The citizen in the photo was already "apprehended", wearing cuffs and being subjected to excessive force.
