Tactical Vest w/ Ballistic Pockets

I am looking for a black tactical vest (for holding normal duty-gear that a belt normally holds) that also has pockets in which ballistic panels from my ballistic vest can be placed...anyone have any suggestions?

It is very handy, in that it holds all my necessary equipment, but I can take it off when in the office.

There is a company called The Vest Man who makes completely custom vest carriers - and yes they make it in black if you want.

They have a couple different materials they use and the really cool thing is that you can select whatever pockets you want and have them installed where you want them.
