    This stikes me as a little odd. You would think that the passing officer would have noticed that this guy was not a police officer. Or maybe inquire on the stop. I am not sure if this particular area was looking for a "impersonator" but even so, if I saw an officer who had someone pulled over and I didn't see a gun, or I only saw a red strobe light on the dash, I would investigate it.
