Walk up to a police officer (when he isn't on a call or handling a dispute) and say,
"I run a police car website called XXXXXXX, and can I take a picture of your car?"
This happens ALL the time in Los Angeles. Chinese and Japanese tourists want to take pictures of the amazing CHP and LAPD. Why they don't want to take pics of LASD, I dunno.
Better yet... bring a laptop to Starbucks, and use the Tmobile wifi connection. Have you webpage up. When the next police officer walks in, show him/her your page.
