I can’t envision a police officer not passing you through other parts of the hiring process if they’re a good friend of yours or even a family member. Some strings might also be pulled if you know the mayor or police commissioner. Keep in mind that the odds of that happening are very high.

I actually was introduced to someone ( before I was hired) and I admittedly thought that meeting this well known ( wealthy) man who knew some of the officers in my dept very well wouldn't be bad for me. I met him briefly, shook his hand , introduced myself as an applicant for the local PD etc. Later I found out that after I left, he had said that there was NO WAY I would ever get hired.
I am happy to have disappointed him.
My dept. is 100% civil service. We just tested a few weeks ago and one of my fellow officers daughter was there. She failed to make the 1.5 mile run and was eliminated. This is the 2nd time she has failed.
EVERYBODY takes the physical tests, written exam and the oral interview.
