There is no specific best. Whether you mean a specific tactic, style or whatever, nothing is best.

There will always be legal issues for everything. As far as the best self-defense, it will obviously vary on the situation. One thing may not be as effective as the next. Your question is too vague...

even though in alot of cases it was justified

A full can of 10% pepper foam is a wonderful, cheap and easy to use tool that causes no permanent injury.
