This situation in GA reminds me why i left AL for a department i could 'do' the job in. The southeast is racked by authorities that guard their power with a mind-set liken to children.
How many quotes, and proverbs should be used: "Absolute power corrupts absolutely", or, the two most simplistic words for the southeastern region i have observed by thoes in power.......'ignorance and jealosey'.
Most states in the southeast (actually, i think all of um) are 'at will' agencies.....whereby employees can be fired 'at will'. I believe this mindset goes back even to the civil war, where the southeastern states had a problem with 'government' having any type of control over 'local' government.
The problem with the 'at will ' agencies is the lack of problem solving of the 'actual' problems that LE in thoes regions encounter (the police 'there' don't do squat because pro-activity is punished by CO's that are dictated that 'they' are not doing 'their' jobs unless they are building files on the line officers..........just in case the line offiers need to be fired......for whatever reason).
Simplistically put.......thoes in power in a southeastern region don't really give a rats a$$ about their own community as long as 'they' maintain their own power base.

I'm not going to pretend it's the same thing past the obvious, but when APD and Richmond County merged, it caused some problems here. Now it's just Richmond County. Mainly it 'was' 1 clique vs. the other. It was still like that for a few years until the 'leaders' either left or gave it up, and things are running peachy for the most part between the groups that came over from APD and the county boys. Still have the 'normal' politics mentioned above, but the issues that arrived from two merging-competing powerbases are gone.
