Most Crown Vic Interceptors have around 225 HP. The 4.6 Modular V8 they use is very reliable and smooth, builds power at high rpm's much better than old style V8 engines. Peak power is made at above 4500 rpm, so when you wind it up on the highway, it takes off and goes good.
'98 and up CV's are plentiful on the resale market. Most tend to have either 3.27 or 3.55 rear gears, which helps with take off and acceleration. Brakes are awesome, same as suspension and handling. It is hard to rate power based on numbers, so the exact hp and torque numbers are rather useless. I have driven cars with rated hp over 250 and they felt like dogs, because of gearing and peak hp being made at the wrong rpm. The CV has great seat of the pants speed and it is no slouch. More than likely Ford underrated the hp and torque of these cars. This is common with special vehicles.
If you want power, get a 94-96 9C1 Caprice, it has a LT1 and makes around 260 hp and 330 tq last time I checked, I suggest you test drive a P71 and a 9C1, trust me, if you like power you'll get the 9C1....well at least I will be getting one for my first car

I would think twice about buying a used police car. Most patrol vehicles are SHOT by the time the department gets rid of them. I have seen a few (VERY FEW) former investigator/administrator vehicles hit the auction that where in ok shape, but patrol cars are NOT treated well. The reason they are sold is that the cost of operating ( that means fixing them every time they break) has reached a point where it is just cheaper to purchase a new vehicle then to keep pouring money into that car. If you know cars and have a chance to do a good inspection befor purchase, thats youer decision; but in most cases an '86 Yugo would be just as good an investment.
Those old police cars have also dropped in horsepower by at least 25%, too, over the years of abuse.
I'm not prejudice, I hate everybody equally.
