I know in Virginia you can actually declare a private property (apt. complex for example) its own jurisdiction and then hire "Special Conservators of the Peace" who are certified/trained through DCJS (state governing body) and have the exact same powers/responsibility as a peace officer to patrol it (at your own expense of course). The department would need to have liability insurance and be approved by the Circuit Court, but thats pretty easily done i'm told (just expensive).
Once all that is said and done, you can get your own mini-bike and equip it with blue lights and ride around busting all the kids ;).
In all seriousness, that would then give your community better control over the situation so long as there are laws permitting you to do so.
