    This same mayor is accused of breaking into town hall and changing the locks on January 1 because the previous mayor didn't turn over the keys fast enough.

    huh, haven't heard that. Either way there is an incredible S*** storm inbound on this one. the mayor is gonna act like LE and make all LEOs look like jackasses once the media runs with the story.

    I don't know what the statutes in South Carolina on impersonating a police officer.(in Texas) If he stopped me, I would have asked to see his credentials. If he was unable to provide proof that he is a licensed peace officer, off to jail we go. In one news report he claimed he was looking for a robbery suspect.

    It has a population of 360, why do they need a mayor anyway?

    I guess I should have been grateful that Oregon doesn't have constables and such. If you ain't a municipal police, sheriff deputy or state police officer you ain't gonna be pulling over anybody.

    I spoke with a trooper today and he tells me that apparently the problem is that the mayor may indeed be a state constable. If that's the case, the traffic stop is legal, provided that the constable/mayor had reasonable suspicion that the trooper was involved in some crime and he wasn't just pissed off that he got a ticket.

    i've never really understood the necessity of a town or state Constable, they don't seem to be entirely necessary.

    In PA , Constables serve supboenas and actually go out and arrest people who have outstanding warrants. From traffic tickets to felony warrants. They only get paid if they are successful.

    A person who does this can make a good deal of money if they work at it. We turn a lot of people who have warrants over to a constable so we are freed up to go back available. They get paid a flat fee plus mileage for every warrant they serve.

    no kidding! ok, that actually is a great job, i wonder how PA constables compare to SC ones though

    There are a number of things that constables do in SC. Mostly, they work for county magistrates serving civil papers (not warrants). Police officers that work at state universities in SC are actually considered "Special Constables." There are also a lot of constables that are volunteers; they volunteer their time with other law enforcement agencies, usually at special events. These have to be approved by the department they're working for and have to be under the direct supervision of a certified police officer. There are also a small number of "advanced constables" that are approved to actually work on their own without direct supervision. The last two types I mentioned are unpaid.

    I'll admit I don't full understand the constable program here, but that's my understanding of how it works.

    Our Constables are elected officials and while they cant make a traffic stop , they CAN arrest people on outstanding warrants anywhere in the state. They also have limited on-view arrest powers. Some do a great job and are go getters , others can barely get out of their car.

    They rarely wear uniforms , drive pretty much anything , and dont look like any kind of a LEO. Of course , that can be a benefit too.

    I don't know about PA or NC, but ours require some training before being awarded a constable's commission. How much, I have no idea. Not nearly as much as a full-time police officer's commission, I'm sure of that.
