I have this theory.
Offer every 12 year old $10,000 to be "fixed". The goofballs will take it, spend it on drugs and Lord knows what. The smart ones, the ones we need to breed will have more sense than that.
There can be an escape clause, if the fixed ones can come up with $10,000 cash to refund the money, it can be reversed.
