It depends on the nature of the information you have and the department in question. You will probably need to give some good info (that leads to seizures or arrests) first to prove your credibility before they start paying money...

Probably not.
In order for information to be useful to the police, it has to be specific. "John Smith will have 2 kilos of heroin in the trunk of a blue Chevy Cobalt parked on the grass behind his house at 123 Main Street. He gets a new shipment every Tuesday and picks it up from a warehouse across from the stadium downtown." That has info that is super specific and has elements that can be verified by the police ahead of time.
Saying, "I heard from this guy I know that John Smith might have some illegal drugs at his house," will do no good at all. Not for the Police, and not for you.

You're probably better off applying for a "real" job if you need money.

Actually, some of my best drug informants just needed the money. I can't recall ever having an informant that worked for me for moral reasons. People like that don't know squat about drug dealers. It takes someone like the OP who's dirty enough to get close. I'd use him particularly if he was just doing it for the money.
To the OP, you don't get money just by telling the cops about a dealer. We already know who a lot of dealers are. We need enough solid info to get a search warrant and they would entail you doing some hand to hand buys for us. We do what we can to protect your identity, but there ain't no such thing as a free lunch.

Mathematically speaking, that could be said of ANY house.
For any given house there are two possibilities:
1.) There are drugs inside.
2.) There are NOT drugs inside.
Ergo, there is a 50% chance of drugs in any house (if you have no further information available).
We could discuss this more, but then I fear that Schrödinger would be invoked, and I am starting to feel sorry for that cat.
