    0083 Retirement/Status

    I just wanted to put it out there. Congress has a bill in committee giving many different agencies who have the police officer title and job, but not LEO status and benefits their benefits. It is H.R. 327. Agencies have said their 0083's are not LEOs even though they have the police officer title. Look up the bill and if you think it is a good thing contact your representative. Hell even if they have to pay both the employee and agency pay for the time served, it's still would be better than what they have now. Not too mention it would serve to lower federal pay, since many old timers would look to retire.
    But when a long train of abuses and usurpations, pursuing invariably the same object, evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new guards for their future security.

    Translation for the intellectually challenged: If the government screws the people too much, it is the right and duty of the people to revolt and form a new government.

    Other than the IRS it's not agency specific

    "(a) Federal Employees' Retirement System-

    (1) IN GENERAL- Paragraph (17) of section 8401 of title 5, United States Code, is amended by striking `and' at the end of subparagraph (C), and by adding at the end the following:

    `(E) an employee (not otherwise covered by this paragraph)--

    `(i) the duties of whose position include the investigation or apprehension of individuals suspected or convicted of offenses against the criminal laws of the United States; and

    `(ii) who is authorized to carry a firearm; and

    `(F) an employee of the Internal Revenue Service, the duties of whose position are primarily the collection of delinquent taxes and the securing of delinquent returns;'.

    So who will this help or hurt? These broad sweeping titles mean nothing if we are not discussing the "who's." Though not on the law, I want to know what folks from what agency are going to benefit?

    This bill will help any federal employee, who's duties include investigation or apprehension of individuals suspected or convicted of offenses against the criminal laws of the US and is authorized to carry a firearm. It will also benefit an employee of the IRS who's primary duties are the collection of delinquent taxes and securing delinquent returns. Agencies that come to mind off the top: VA po-po, DoD component po-po, CBPO's, uniformed po-po divisions of the major alphabet agencies, and IRS tax collectors. I'm sure I'm missing many, but those are what is coming to mind right now.

    If you are talking about 12D Leo retirement. I hate to take a pessimistic stance here but I think I would wish in one and and sh@t in another and see which fills up first. FPS has been trying for like 20 years to get it and its just a carrot dangled in our faces....I even heard mention of changing us from 0080 to 1801's just for this.

    It would be great if something like this passed...But don't hold your breath....The Country is broke and with the COLA freeze for two years I seriously doubt congress giving us a freebe retirement system bonus...

    With the way the law is worded, you don't have to opt for the increased annuity to have the time count as 12(d). In fact for some of the younger guys it doesn't make sense to buy up the time. If they have to work more than 20 years to qualify for retirement, then everything after 20 is figured at 1% per year anyway (the same as regular FERS). I also don't think it will pass this time around, but the more people who know about it and support it the more the momentum builds to get it passed in the future. Personally, I would have no problem paying both my increase as well as the governments portion to get the time I have in regular FERS upgraded to 12(d).

    It can also serve to save costs for the government. Any number I give will be a WAG, but how many old timers are just hanging one to qualify for retirement? They have the money, just not the time. Considering the government is expecting a large number of baby boomers to retire in the next 5-10 years, I'd guess a lot can afford to retire now. If these people were to retire it would effective cut the cost of federal employees, since the average wage would go down.

    We were told yesterday big O has suggested he may put in his budget a FIVE YEAR freeze to ensure the government workers give back as the "economy heals."

    Maybe....supposedly there is some fine print in his bduget and when he measn "freeze and reduce federal spending" for five years, that includes promotion and pay freezes. If it includes a RIF the whole G is in big trouble!
