Im being picked up as an 1811 and being brought onboard as a GL9 Step 2. After a year, do I become an 11/1? What happens after that? This confuses me when you come in at a paygrade between the bands. Thanks.

It all depends on your agency's progression to journeyman and, not knowing the specific job you are talking about, it is hard to say. There certainly isn't enough info in your post to say for sure.
Now, with that said, assuming your agency does progress to 11 after a year of being a 9-1, you will likely go to 11-1. If you were a 9-2 or 9-3, you may make it to 11-2.

Can't speak for any agency but mine, but here you have to go 3 steps at GS-12 before getting GS-13. So, if hired at GS-9, one would make journeyman 13 within 5 years (i.e. GS-9 -> GS-11 -> GS-12,1 -> GS-12,2 -> GS-12,3 -> GS-13). Not sure if this is something unique to my agency, or more mainstream across the 1811 board.

GL-5 > 6 Months later goto GL-7 > 1 year later go to GL-9 > 1 year later go to GS-11 > Wait several years and hope you are selected for GS-12.
Of course we recently got the across the board upgrade to journeyman GS-12 but no word yet if 1st line supervisors will go up to GS-13's.
What a mess that's going to be if the service leaves the journeyman & 1st line supervisor at GS-12's. They won't get anyone to put in a for a supervisor position.

step 4 to 5 = 2 years

step 9 to 10 = 3 years
Thus my chart is correct. For example on January 15, 2016 he he gets promoted to 13-4. He remains that until January 15, 2018, when he goes to a 13-5.
