Can Co's open prisoners mail that comes for them, wether its a state or federal prison. Do the CO's have that right?

I'm a C/O in Cook County IL. Here, all incoming mail is opened in our mailroom and screened for contraband with the exception of legal mail which is opened by the inmate in my presence.

I am a CO in MD. All incoming inmate mail is opened and checked in the mail room as well. They remove the stamps and even cut opend polaroids. Legal mail is opened by the officer in front of the inmate it is for and checked for contraband.
And your whiney *** crybaby excuse would be....

A few weeks ago, I did find green leafy substance in a legal parcel. Never a dull day.
