Not going to GSA, despite their and managements STRONG desire to return to GSA where they had proper funding, all the toys you could want, and properly placed in an agency whose buildings they were protecting.
And nothing is official yet! They have not moved. Rather, in the proposed 2010 fiscal budget, DHS (ICE parent agency), has requested they be moved from ICE to the to the DHS "National Protection Programs Directorate (NPPD)."

Maybe where you are, but the majority of the FPS wanted back. There are piles of letters in DC on it, official memos from management, and FLEOA was even involved at one point. GSA has money out the butt and properly funded them, unlike ICE. How about the purchase of the P90's under GSA, and not a penny for ammo under ICE. There they sit on shelves in the gun lockers.
Additionally, since GSA owns the buildings they are protecting, it made more sense to have them work for the owner, and not a tenant agency. And GSA is not a real estate. That is one facet, but they are a procurement agency for the government (buildings, products, vehicles and services). They are one of the only agencies who is practically self-funded, bringing in more money than they are budgeted for by years end. There were no headaches under GSA. The Regional Administrators left FPS alone and let them do their job, and gave them the money and space they wanted to do it, without question. They worked so much with the IG's office, FPS could get more done when needed without the headaches because the RA didn't want the IG down their back.
Additionally, in several places, including NY/NJ, FPS were given police authority from the state while under GSA under the penal law. The NYPD and Newark Police loved it because FPS could make any arrest as necessary and not have to farm it out if they couldn't go federal. Once they left GSA, they are not covered under the law as state officers. It was a real nice bonus that made daily operations a lot easier.
Hopefully DHS will take care of FPS. FPS has been the misfit orphan getting transferred around for years. Hopefully they found a good home.

I am not familiar with anyone wanting back with GSA except the older officers who were around when FPS was under GSA. The hiring push from the time I came on until now shows no interest in working for GSA. Regardless, a law enforcement agency should not work for the agency that has nothing do with law enforcement. FPS should be stand alone with its own budget to accomplish its mission objectively. State authority for FPS or federal law enforcement as a whole is determined by the state law, enforcement so usually who you work for does not matter. Anyway it doesn't matter, FPS will go where ever the govt deems is necessary.
