As far as I know there is no direct transfer. You'd have to apply for the job just like anyone else.
It's funny because a BPA can transfer to a CBPO position but a CBPO can not transfer to a BPA position.
As to how hard it is to transfer I don't really know but I don't think it would be all that hard.

Hi, I currently live in Massachusetts and would like to take the test here. But I am willing to put in for any area/sector and work there if hired. The problem is they don't offer the entrance exam here in MA. I have to go to the area/sector they are hiring now to take the exam. Anyway to take the exam here?

I have the same issue as far as geography; it's pay your own way to the test and pay your own move to the duty station.

As was said...you'd have to up and apply like any outside hire.
PA's used to be able to move internally into the legacy II position, but that's an option that's been closed for years now.

They are both doing quite a bit of hiring. They are also very different jobs. The benefit to the CBPO job is that you might be able to get to any major city with an airport or seaport. With the USBP, you'll be restricted to the desert or the arctic tundra. But, you'll have more fun at work.
