    Group 9: They once had in a local paper a whole article on Indian land crimes and who investigates them, depending on the victim, suspect and land broken down into a table. It was one article I could not make any sense of it.

    How it works is for attornies. I can tell you that I have written affidavits for UFAPs articulating flight from a county in central Indiana and having the target up north. In some instances I have mentioned a liklihood of going to Chicago, etc, but it was not necessary. I have written a ton and it was never an issue. It can vary from circuit to circuit for feds, though.

    UFAP's are sometimes used by agencies to keep others agencies out of fugitive investigations. :D

    In our district we very seldom do them since that are almost always dismissed upon capture of the fugitive. Additionally, it helps in issues of getting a person magistrated especially on state warrants that have been adopted federally.

    Patty Hearst is the ONLY UFAP that I know of ever being prosecuted. The UFAP is merely a tool that some agencies (like the FBI) need to conduct the investigation.

    As already mentioned, we often use it to keep other (media-attention-hungry) agencies off the case. Without us UFAPING it, they could come in and UFAP it. The last thing I want is to have to pull off a case after dumping a ton of money and time into it.

    There are other advantages to us UFAPing it, however. Often, having the UFAP, we get access (or higher priority) to certain investigative resources in our agency. Also, it can be upgraded to a Major Case, which opens the purse strings a bit for use with CIs and further priorizes the case for access to the aforementioned investigative resources.

    Don't you guys listen to Chewy. Those Officers at the bridge are the best at what they do. A couple second interview conducted by a CBPO, can lead to a significant seizure of cash, drugs or numerous other illicit items.

    Chewy downplays it, but, when something doesn't sound or seem correct, those CBPO dig in with the tenacity of bulldogs.

    For our Tribal/BIA Officers they must know how to apply Federal Jurisdiction (18 USC), Tribal Jurisdiction and State Jurisdiction. Our Officers must know to apply each Jurisdiction in each enforcement action.

    Yes it can read like stereo instructions ... but for our Officers it is the reality each and every day ...

    BIG was at the one of the Ports last night assisting the duty on a call, from 12AM until 0630 this morning. Don't tell him he didn't solve something and was just there as decoration. He opened up a case and everything. :(
