Time In Grade Questions

As we all know, come March 1st TIG is abolished. My question is since the TIG is going by the wayside, would this allow non-status (excepted service) employees to put in for status candidate positions. Will "status" candidate positions by abolished as well due to TIG being a thing of the past?
