While working for the Fed. Gov as officer or agent can you also be self-employed? i.e. lawyer, accountant, insurance agent, house painter, whatever......

It depends on the agency. Some will allow it with approval of a Supervisor provided there is no conflict interest. The problem is usually finding extra time.
